The report brings together the main insights produced by a dedicated Commission Expert Group regarding both challenges and potential solutions for this emerging and complex field, as well as their tentative conclusions and recommendations. Although many parts of the document can be useful as a stand-alone overview of the field, it is primarily intended as a key resource and background paper for the development of guidelines for teachers and educators, the second and final outcome of the Expert Group. The target audience of the report is policymakers at the EU, national and regional levels, civil society, academia, the education and training community and interested citizens.
